The Harbor platform ("Platform") is owned and operated by Harbor Tech Limited, trading as Harbor ("Harbor", "we", "us", "our"). These Terms of Use ("Terms") govern your access to and use of the Platform. By accessing or using the Platform, you agree to be bound by these Terms. If you do not agree, do not use the Platform.
Harbor is a management platform for international student operations. It supports schools, their staff, and the people connected to international student programmes — including agents, host families, and students and their families. The Platform enables schools to manage the full lifecycle of international student enrolments: applications, placements, welfare monitoring, compliance tracking, communications, and payments.
Harbor provides tools and automation to support the people running these programmes. It does not replace the judgement or decision-making authority of schools. All material decisions — including whether to accept a student, whether to approve a homestay placement, and how to respond to a welfare concern — remain with the relevant school.
These Terms apply to all users of the Platform, which may include:
Different users will have different levels of access depending on how the Platform is configured by the relevant school. Your school or organisation is responsible for managing access permissions for people within their programme.
To access most features of the Platform you will need an account. You are responsible for keeping your login credentials secure and not sharing them with others. You must notify us immediately at hello@harbor.co.nz if you become aware of any unauthorised access to your account.
You are responsible for all activity that occurs under your account. Harbor is entitled to rely on actions taken using your login credentials as if they were taken by you.
We may suspend or terminate your account if we have reason to believe your account has been compromised, if you breach these Terms, or if the school or organisation that sponsors your access ceases to be a Harbor customer.

You are responsible for the accuracy and completeness of information you provide through the Platform. If you are submitting information about another person (such as a student, family member, or other party), you confirm that you have the authority and, where required, the consent of that person to do so.
Information submitted through the Platform is subject to our Privacy Policy. The school or organisation managing the relevant programme is the primary data controller for student and programme-related information. Harbor processes that information on the school's behalf as a data processor.
Harbor owns all intellectual property rights in the Platform, including its software, design, content, and underlying systems. Nothing in these Terms transfers any intellectual property rights to you.
Content that you or your organisation submit to the Platform (such as student information, documents, or communications) remains owned by you or your organisation. You grant Harbor a limited licence to use that content for the purpose of providing the Platform and its services.
The Platform relies on third-party infrastructure and services (including hosting, email delivery, and payment processing). Harbor does not warrant the availability or performance of those third-party services and is not liable for any loss caused by their failure or unavailability.
The Platform may include links to external websites or services. We do not control and are not responsible for the content or practices of those external sites.
Harbor will use reasonable endeavours to keep the Platform available. We do not guarantee uninterrupted availability. We may take the Platform offline for maintenance, updates, or upgrades, and will give reasonable notice where possible.
We may update or change the Platform from time to time, including adding, modifying, or removing features. We will give users reasonable notice of material changes. Continued use of the Platform after notice of a change constitutes acceptance of that change.
We may update these Terms from time to time. The current version will always be available at harbor.co.nz/terms. Continued use of the Platform after updated Terms are posted constitutes acceptance of the updated Terms.
To the maximum extent permitted by law, Harbor excludes all liability in connection with the Platform whether in contract, tort, or otherwise, for any indirect, consequential, special, or exemplary loss or damage, or loss of profits, loss of data, or loss of opportunity, however caused.
Harbor's total liability to any user for any cause of action will not exceed the amount paid by the relevant school or organisation to Harbor in the 12 months prior to the event giving rise to the claim. If you are a user whose access is provided free of charge, Harbor's liability to you is limited to $500 NZD in aggregate.
Nothing in these Terms limits liability for death, personal injury, or fraud caused by Harbor's negligence.
Your use of the Platform is subject to Harbor's Privacy Policy. The Privacy Policy explains how we collect, use, store, and share personal information. Please read it carefully.
These Terms apply while you have an active account or access to the Platform. If your access is terminated or suspended (whether by you, your school, or Harbor), you must stop using the Platform.
On termination, your access to the Platform will end. Information held about you or submitted by you will be handled in accordance with our Privacy Policy and any agreement between Harbor and your school.
Governing law. These Terms are governed by the laws of New Zealand. Any dispute will be subject to the non-exclusive jurisdiction of the New Zealand courts.
Jurisdiction. The Platform is operated from New Zealand. If you access the Platform from outside New Zealand, you do so at your own initiative and are responsible for compliance with applicable local laws.
Entire agreement. These Terms, together with our Privacy Policy, constitute the entire agreement between you and Harbor in relation to your use of the Platform.
